Deputy Minister for Local Government & Decentralization
The Deputy Minister for Local Government & Decentralization provides national leadership to advance Liberia’s decentralization agenda and strengthen local governance systems across all counties and municipalities. Serving as the principal deputy to the Minister, Hon. Edward K. Mulbah, oversees the implementation of decentralization laws, coordinates political, administrative, and fiscal reforms, and ensures that local governments operate in line with the Local Government Act of 2018 and the Revenue Sharing Law of 2021. The office drives the delivery of essential local services, supports the organization of county and municipal institutions, and leads nationwide capacity‑building programs for local authorities. The Deputy Minister also facilitates the work of the National Council of Chiefs, promotes collaboration with sector ministries, and guides monitoring and evaluation of decentralization progress to enhance accountability, service delivery, and citizen participation.
Core Responsibilities

Oversee the implementation of decentralization and local government laws and policies.

Coordinate political, administrative, and fiscal decentralization programs nationwide.

Supervise planning and delivery of key local services, including sanitation, zoning, utilities, and waste management.

Lead national training and capacity‑building for county and municipal officials.

Facilitate operations of the National Council of Chiefs and support traditional governance structures.

Assist counties in establishing institutions and systems required under the Local Government Act.

Collaborate with the Local Government Fiscal Board on revenue systems and intergovernmental transfers.

Lead national Information, Education, and Communication (IEC) programs on decentralization.

Coordinate with sector ministries on the decentralization of health, education, agriculture, gender, and social protection services.

Guide the monitoring and evaluation of decentralization programs and contribute to national reporting.

Strengthen collaboration between local authorities and national security structures.
